La Federación de Cámaras y Asociaciones Industriales de Centroamérica y República Dominicana (Fecaica) informó este viernes que, junto con el Banco Centroamericano de Integración Económica (BCIE), inició un estudio sobre el Mercado Eléctrico Regional (MER) con el propósito de transformar las redes de transmisión hacia una mayor participación empresarial.
“Fecaica, con el apoyo del BCIE, está llevando a cabo un estudio que pretende realizar una análisis sobre las barreras y oportunidades de los grandes consumidores del MER y aumentar la participación”, dijo a Efe el integrante del Comité Regional de Energía de Fecaica, Lizandro Brenes.
El estudio, denominado “Diagnóstico de las barreras y propuesta de plan para aumentar la participación de grandes consumidores en el Mercado Eléctrico Regional”, busca establecer las bases para “homologar la normativa de acuerdo con el Tratado Marco del MER: subsanar brechas en infraestructura, mejorar el acceso a las redes de transmisión y para lograr una planificación regional de mayor escala”, explicó Brenes.
Actualmente las empresas que intentan establecerse en el MER enfrentan barreras que en su mayoría son legales, y que benefician los sistemas existentes, como en el caso de Costa Rica, donde el Estado “es el único autorizado para participar como agente”, o en otros países como Nicaragua, donde existe el monopolio, según Fecaica.
Homologar las leyes con base en los principios del MER permitirá “lograr un mercado eléctrico más competitivo y eficiente que utilizaría de mejor manera la capacidad instalada pública y privada de la región. Un mercado más competitivo se traduce en mejores tarifas para todos los consumidores”, sostuvo Brenes.
Actualmente los socios de Fecaica, más de 7,200 a nivel regional, representan el 15.7% de los 245 agentes autorizados, proporción que “no supera al 3% si se relaciona el número de grandes consumidores que hoy participan en MER”, según los datos del gremio.
